Bouncy Castle Insurance and Safety Requirements (UK and Ireland, 2026)

Inflatables are the most heavily regulated corner of party hire, so if bouncy castles or soft play are your line, this is the part you cannot wing. Insurance and safety are what stand between a normal busy summer and a single incident that ends your business. Here is what you need in both the UK and Ireland.

Public liability insurance

Public liability insurance protects you when a third party claims for injury or property damage arising from your business. With young children bouncing on equipment, the risk is real and the awards in a successful claim can be severe, before you even count the legal costs of defending one.

In practice you cannot operate without it. Event organisers, schools, councils and most private venues will ask for proof of cover before they let you set up. In the UK the common requirement is £5 million of public liability cover, with £1 million usually treated as the bare minimum. In Ireland a level in the region of €6.5 million is commonly required in the inflatable trade.

Where to get cover

Cover for inflatables is a specialist line, so use a broker who knows the trade. In the UK, joining the British Inflatable Hirers Alliance (BIHA) gives you access to recognised insurers and industry guidance. In Ireland, the Irish Inflatable Hirers Federation (IIHF), working with brokers Arachas, secured cover from a Lloyd of London underwriter, and that scheme has run since 2022.

Membership of a recognised body also signals to customers and venues that you take safety seriously, which is worth more than it sounds when a parent is choosing who to trust with their child party.

Safety standards: EN 14960

The standard for inflatable play equipment is EN 14960, known as BS EN 14960 in the UK. It sets the requirements for materials, stability, anchorage, the height of walls and the number of anchor points, for equipment used by children aged 14 and under.

When you buy units, insist on commercial inflatables that meet EN 14960. This is not just good practice, it is usually a condition of your insurance. Toy or non commercial units that do not meet the standard cannot be insured for public liability and will fail inspection, which makes them worthless to a hire business.

Annual testing: PIPA and RPII

An inflatable used for play must be inspected by a competent person at least once a year. The recognised scheme is PIPA, set up by the inflatable play industry and treated as best practice by the UK Health and Safety Executive. Inspections are carried out by an RPII (Register of Play Inspectors International) registered tester, who issues a certificate confirming the unit meets BS EN 14960. The same scheme and testers are used in Ireland.

Keep every certificate. You will need to produce them for insurance, for some venues, and to defend yourself if a claim is ever made.

Day to day safe operation

Certification is not the end of it. Safe operation on the day means anchoring every unit properly with stakes or ballast, never operating in high winds, supervising use, keeping numbers and age groups appropriate to the unit, and using an RCD on your power supply. Your hire agreement should set out the customer responsibilities clearly, especially when you do an unsupervised drop off.
